The Unfortunates-The Poor Fund North Leith 1817

The able-bodied were ignored; those less than able- bodied, who were yet judged fit enough to earn something, were given less than those who were completely helpless. And most importantly — no one was eligible for relief until they had lived three years in the parish without claiming any benefit. Resources were so restricted that there was no scope for experiment, for taking chances of any kind. In times of plenty the lot of the poor was hard; in the not infrequent seasons of scarcity the poor died first.
